اعتمدت اللجنة الإحصائية التابعة للجنة الأمم المتحدة الاقتصادية والاجتماعية لغربي آسيا «الإسكوا» في ختام أعمال دورتها السابعة عشرة اليوم بولاية الجبل الأخضر بمحافظة الداخلية، مجموعة من التوصيات، أبرزها التوصية بإنشاء «فريق مسقط» المعني باستخدام تقنيات الذكاء الاصطناعي في مسح دخل وإنفاق الأسرة، والاستفادة من تجربة سلطنة عُمان في توظيف التقنيات الحديثة والابتكار في تطوير العمل الإحصائي.&nbsp;وتضمنت مخرجات الدورة عددًا من التوصيات الهادفة إلى دعم تطوير النظم الإحصائية الوطنية وتعزيز قدرتها على الصمود والاستجابة للأزمات، وتوسيع الاستفادة من التكنولوجيا الحديثة والذكاء الاصطناعي ومصادر البيانات غير التقليدية في إنتاج الإحصاءات الرسمية.&nbsp;وشهدت الدورة، التي استضافتها سلطنة عُمان ممثلةً في المركز الوطني للإحصاء والمعلومات، مشاركة رؤساء الأجهزة والمكاتب الإحصائية الوطنية في الدول العربية، إلى جانب ممثلين عن منظمة الأمم المتحدة والمنظمات العربية والإقليمية الشريكة، وعدد من الخبراء والمختصين في المجال الإحصائي.&nbsp;وأكد المشاركون في أعمال الدورة أهمية تعزيز حوكمة البيانات ورفع جودتها، وتطوير السجلات الإدارية، وتحسين قابلية البيانات للمقارنة، ودعم إنتاج إحصاءات حديثة وموثوقة تلبي احتياجات صنّاع القرار وتسهم في صياغة السياسات القائمة على الأدلة.&nbsp;كما شددوا على أهمية مواصلة تنسيق برامج بناء القدرات الإحصائية وتبادل التجارب والخبرات بين الدول الأعضاء، وتعزيز التعاون مع المنظمات الإقليمية والدولية، بما يسهم في بناء منظومات إحصائية وطنية عصرية ومستدامة.&nbsp;وقال سعادة الدكتور خليفة بن عبدالله البرواني، الرئيس التنفيذي للمركز الوطني للإحصاء والمعلومات، إن التوصية بإنشاء «فريق مسقط» تمثل امتدادًا لنجاح تجربة سلطنة عُمان في توظيف تقنيات الذكاء الاصطناعي في تنفيذ مسح دخل وإنفاق الأسرة، وتعكس ما حققته التجربة من نتائج متقدمة في تطوير أساليب العمل الإحصائي ورفع كفاءة إنتاج المؤشرات وتسريع الوصول إلى البيانات.&nbsp;وأضاف سعادته أن «فريق مسقط» سيشكل إطارًا مهمًّا لتعزيز التعاون الإحصائي العربي وتبادل الخبرات والمعارف في مجال استخدام الذكاء الاصطناعي في الإحصاءات الرسمية، والاستفادة من التجارب والممارسات الرائدة، بما يدعم تطوير قدرات الأجهزة الإحصائية الوطنية ويسهم في بناء منظومات إحصائية أكثر كفاءة وابتكارًا واستجابةً لاحتياجات صنّاع القرار.&nbsp;وناقشت الدورة عددًا من الموضوعات المتعلقة بتطوير العمل الإحصائي في المنطقة العربية، من بينها قضايا الحوكمة، واستخدام التكنولوجيا الحديثة ومصادر البيانات غير التقليدية، وإحصاءات تكنولوجيا المعلومات والاتصالات والتنمية الرقمية، وإحصاءات الأسعار في العصر الرقمي.&nbsp;كما تناولت دور البيانات والتحليلات المبتكرة في دعم صنع السياسات في أوقات الأزمات، وتعزيز إحصاءات اللاجئين والنازحين داخليًّا والكوارث، وتحديث الحسابات الوطنية، إلى جانب تنسيق أنشطة بناء القدرات الإحصائية للمكاتب الإحصائية الوطنية.&nbsp;وتم خلال الدورة استعراض تجربة سلطنة عُمان في تنفيذ مسح دخل وإنفاق الأسرة بالذكاء الاصطناعي، وما تتيحه هذه التقنيات من إمكانات لتطوير عمليات جمع البيانات ومعالجتها وتحليلها، وتحسين جودة المخرجات الإحصائية وتسريع إنتاج المؤشرات.&nbsp;كما استعرض المشاركون نتائج الدورتين السادسة والخمسين والسابعة والخمسين للجنة الإحصائية للأمم المتحدة، ونتائج تقييم الدورات السابقة للجنة الإحصائية التابعة للإسكوا، وبحثوا أولويات التعاون الإقليمي والمساعدة الفنية خلال المرحلة المقبلة.&nbsp;واختُتمت الدورة بتوجيه مجموعة من التوصيات إلى الأمانة التنفيذية، دعت إلى استمرار دعم العمل الإحصائي في المنطقة العربية، والنهوض بالاحتياجات الوطنية في المنطقة وفقًا لجدول الأعمال المعتمد، إلى جانب توجيه عدد من التوصيات إلى الدول الأعضاء لتعزيز جهود التنسيق والتعاون المشترك في مجال العمل الإحصائي، بما يعزز تبادل الخبرات والممارسات المثلى على مستوى المنطقة العربية.&nbsp;

At the conclusion of its 17th session today in the Wilayat of Al Jabal Al Akhdar, Al Dakhiliyah Governorate, the Statistical Committee of the United Nations Economic and Social Commission for Western Asia (ESCWA) adopted a set of recommendations, most notably a recommendation to establish the Muscat Team, which will focus on the use of artificial intelligence technologies in the Household Income and Expenditure Survey and benefit from the Sultanate of Oman’s experience in employing modern technologies and innovation to develop statistical work.&nbsp;The outcomes of the session included a number of recommendations aimed at supporting the development of national statistical systems, enhancing their resilience and capacity to respond to crises, and expanding the use of modern technology, artificial intelligence and non-traditional data sources in the production of official statistics.&nbsp;The session, hosted by the Sultanate of Oman represented by the National Centre for Statistics and Information (NCSI), brought together heads of national statistical agencies and offices in Arab countries, along with representatives of the United Nations, partner Arab and regional organisations, and several experts and specialists in the statistical field.&nbsp;Participants stressed the importance of strengthening data governance and improving data quality, developing administrative records, enhancing data comparability, and supporting the production of modern and reliable statistics that meet the needs of decision-makers and contribute to the formulation of evidence-based policies.&nbsp;They also emphasised the importance of continuing to coordinate statistical capacity-building programmes, exchanging experiences and expertise among member States, and strengthening cooperation with regional and international organisations, thereby contributing to the development of modern and sustainable national statistical systems.&nbsp;Dr Khalifa bin Abdullah Al Barwani, Chief Executive Officer of NCSI, said the recommendation to establish the Muscat Team represents an extension of the success of the Sultanate of Oman’s experience in employing artificial intelligence technologies in conducting the Household Income and Expenditure Survey. He said the experience had achieved advanced results in developing statistical work methods, enhancing the efficiency of indicator production and accelerating access to data.&nbsp;He added that the Muscat Team will provide an important framework for strengthening Arab statistical cooperation and exchanging expertise and knowledge in the use of artificial intelligence in official statistics. It will also enable countries to benefit from pioneering experiences and practices, support the development of the capabilities of national statistical agencies, and contribute to building statistical systems that are more efficient, innovative and responsive to the needs of decision-makers.&nbsp;The session discussed a number of topics related to the development of statistical work in the Arab region, including governance, the use of modern technology and non-traditional data sources, information and communication technology (ICT) and digital development statistics, as well as price statistics in the digital age.&nbsp;It also addressed the role of data and innovative analytics in supporting policymaking in times of crisis, strengthening statistics on refugees, internally displaced persons and disasters, updating national accounts, and coordinating statistical capacity-building activities for national statistical offices.&nbsp;During the session, Oman’s experience in implementing the Household Income and Expenditure Survey using artificial intelligence was presented, highlighting the potential of these technologies to develop data collection, processing and analysis, improve the quality of statistical outputs and accelerate the production of indicators.&nbsp;Participants also reviewed the outcomes of the 56th and 57th sessions of the United Nations Statistical Commission, as well as the results of evaluations of previous sessions of the ESCWA Statistical Committee and discussed priorities for regional cooperation and technical assistance during the next phase.&nbsp;The session concluded with a set of recommendations addressed to the Executive Secretariat, calling for continued support for statistical work in the Arab region and advancing national needs in the region in accordance with the approved agenda. The recommendations also addressed member States, urging them to strengthen coordination and joint cooperation in statistical work, thereby enhancing the exchange of expertise and best practices across the Arab region.&nbsp;

بدأت اليوم أعمال الدورة السابعة عشرة للجنة الإحصائية التابعة للجنة الأمم المتحدة الاقتصادية والاجتماعية لغربي آسيا «الإسكوا»، التي تستضيفها سلطنة عُمان ممثلةً في المركز الوطني للإحصاء والمعلومات، وتستمر ثلاثة أيام بمنتجع أنانتارا الجبل الأخضر.&nbsp;ويشارك في أعمال الدورة أصحاب السعادة رؤساء وممثلو الأجهزة والمكاتب الإحصائية الوطنية في الدول العربية ورؤساء الوفود، إلى جانب ممثلي منظمة الأمم The seventeenth session of the Statistical Committee of the United Nations Economic and Social Commission for Western Asia (ESCWA) opened today at Anantara Al Jabal Al Akhdar Resort. Hosted by the Sultanate of Oman, represented by the National Centre for Statistics and Information (NCSI), the three-day session brings together senior officials and representatives of national statistical offices from Arab countries, heads of delegations, representatives of the United Nations and partner Arab, regional and international organisations, as well as experts and specialists.&nbsp;In a recorded opening address, Dr Rania Al-Mashat, United Nations Under-Secretary-General and Executive Secretary of ESCWA, said the session was taking place at a time of growing demand for reliable, timely, disaggregated and comparable data amid rapid economic and social transformations and the digital revolution. She noted that conflicts, occupation, disasters and displacement were placing additional challenges on statistical systems.&nbsp;She said these challenges also presented renewed opportunities to strengthen the capacity of statistical systems to respond to their growing responsibilities. The current stage of implementation of the 2030 Agenda for Sustainable Development, she added, offered an opportunity to accelerate action and achieve tangible progress towards the Sustainable Development Goals.&nbsp;Dr Al-Mashat stressed that the responsibility of statistical institutions extended beyond measuring progress to identifying gaps, understanding their causes and directing policies and resources towards the groups and areas most at risk of being left behind. She also referred to Oman’s experience in implementing the Household Income and Expenditure Survey, which is being presented during the session.&nbsp;Dr Mostafa Saad Badawy, Head of the Population Statistics and Censuses Sector in the Arab Republic of Egypt and Chair of the Committee’s sixteenth session, said statistical work was undergoing rapid transformations that extended beyond technology to the nature of demand for data, its sources and uses, and the environment in which national statistical offices operate.&nbsp;He explained that the sixteenth session had emphasised the importance of keeping national ownership at the centre of efforts to develop statistical systems, alongside strengthening regional cooperation and the exchange of expertise and solutions among Arab countries. Such cooperation, he said, could reduce the time and cost involved in development and enable countries to benefit from successful experiences. He also highlighted the importance of shifting capacity-building from an activity-based approach to one focused on results.&nbsp;Dr Badawy stressed the importance of maintaining the Statistical Committee as a platform for dialogue among countries, identifying shared priorities, exchanging solutions, coordinating efforts and following up on agreed actions. He expressed hope that the seventeenth session would strengthen the ability of Arab statistical systems to respond to national and regional needs, address crises and prepare for future transformations.&nbsp;Meanwhile, Dr Khalifa bin Abdullah bin Hamad Al Barwani, Chief Executive Officer of NCSI, said hosting the session reflected the Sultanate of Oman’s commitment to strengthening Arab statistical cooperation and exchanging expertise and experiences among member States, with the aim of developing more integrated, resilient and responsive statistical systems.&nbsp;He said accurate and reliable data formed the foundation of sound planning, supported institutional performance efficiency and served as a key tool for monitoring development pathways and measuring the impact of policies and programmes.&nbsp;Dr Al Barwani explained that developing the national statistical and information system was receiving considerable attention as part of efforts to achieve the objectives of Oman Vision 2040. This included strengthening data governance and quality, developing administrative records, employing modern technologies and expanding access to data to meet the needs of decision-makers, researchers, institutions and different segments of society.&nbsp;He said NCSI was working in cooperation and coordination with various state institutions to establish a modern national statistical system that supports evidence-based decision-making, keeps pace with rapid transformations and enhances the use of data as a national and strategic resource.&nbsp;The challenge facing statistical institutions, he noted, was no longer limited to providing data. It also involved managing the diversity of data sources, increasing speed of data flows and variations in quality, and transforming them into reliable, usable knowledge for policymaking, priority-setting, performance measurement and future planning.&nbsp;Dr Al Barwani said rapid developments in artificial intelligence, big data and digital sources were opening broad opportunities for statistical institutions to improve data collection, processing and analysis and accelerate the production of indicators. He stressed, however, the importance of adhering to data governance requirements, protecting privacy and information security, ensuring transparency in models and algorithms, and maintaining the reliability of results.&nbsp;He highlighted Oman’s experience in employing modern technology and artificial intelligence in the AI-powered Household Income and Expenditure Survey project, which is being presented during the session as part of knowledge and expertise exchange among member States.&nbsp;Dr Al Barwani affirmed that Arab statistical cooperation had become a developmental and strategic necessity considering the interconnected economic, social, technological, environmental and humanitarian challenges facing the region. ينفذ المركز الوطني للإحصاء والمعلومات الدورة السابعة من استطلاع الرأي العام حول الرضا عن الخدمات الحكومية للنصف الثاني من عام 2026م، خلال الفترة من 6 سبتمبر إلى 31 ديسمبر 2026م.&nbsp;ويهدف الاستطلاع إلى قياس مستوى رضا المستفيدين عن الخدمات الحكومية، ورصد تجاربهم في التعامل مع مختلف الجهات الحكومية، وتوفير مؤشرات وبيانات إحصائية تسهم في دعم جهود تطوير الخدمات وتحسين جودتها ورفع كفاءة الأداء الحكومي.&nbsp;&nbsp;ويستهدف الاستطلاع المتعاملين مع الجهات الحكومية خلال النصف الأول من العام الجاري من المواطنين والمقيمين ومؤسسات القطاع الخاص والجهات الحكومية، حيث يتم اختيار العينة وفق معايير إحصائية محددة بما يضمن تمثيل مختلف فئات المستفيدين، والحصول على نتائج تعكس مستوى رضاهم وتجاربهم الفعلية مع الخدمات المقدمة.&nbsp;&nbsp;ويتناول الاستطلاع عددًا من المحاور المرتبطة بتجربة المستفيد، من بينها سهولة الوصول إلى الخدمة، ووضوح المعلومات والإجراءات، وسرعة إنجاز المعاملات، وكفاءة الخدمة بشكل عام، وفاعلية قنوات التواصل، ومستوى التحول الرقمي في تقديم الخدمات.&nbsp;&nbsp;ويأتي تنفيذ الاستطلاع في إطار الجهود التي يضطلع بها المركز الوطني للإحصاء والمعلومات لتوفير مؤشرات إحصائية حول مستوى رضا المستفيدين عن الخدمات الحكومية، بما يساعد الجهات الحكومية على تحديد جوانب التحسين ومتابعة مستوى جودة الخدمات، وبما يتوافق مع مستهدفات رؤية عُمان 2040 في تطوير القطاع الحكومي وتعزيز كفاءة الأداء المؤسسي.&nbsp;&nbsp;وقال محفوظ بن سالم المشرفي، مدير دائرة قياس الرأي العام بالمركز الوطني للإحصاء والمعلومات، إن الاستطلاع يمثل أداة إحصائية مهمة لفهم تجربة المستفيدين مع الخدمات الحكومية وتحويل آرائهم وتجاربهم إلى مؤشرات قابلة للقياس، تسهم في مساعدة الجهات الحكومية على متابعة مستوى رضا المتعاملين وتحديد الأولويات ومجالات التحسين التي يمكن التركيز عليها في تطوير الخدمات والارتقاء بجودتها وكفاءتها.&nbsp;وأضاف أن مشاركة المستفيدين وإبداء آرائهم بصورة موضوعية تمثل عنصرًا أساسيًا في تعزيز دقة النتائج وموثوقيتها، مؤكدًا أن المؤشرات الناتجة عن الاستطلاع تسعى إلى عكس واقع تجربة المتعاملين ودعم جهود الجهات الحكومية في تحسين الخدمات المقدمة لمختلف فئات المجتمع وقطاع الأعمال.&nbsp;&nbsp;وأكد المشرفي أن المركز يولي أهمية كبيرة لسرية وأمان البيانات والمعلومات التي يتم جمعها، مشيرًا إلى أن قانون الإحصاء والمعلومات الصادر بالمرسوم السلطاني رقم (55/2019) يؤكد سرية البيانات الفردية وعدم جواز نشرها إلا بصورة تجميعية، كما يحظر استخدامها لغير الأغراض الإحصائية، بما يحافظ على خصوصية المستفيدين وعدم الكشف عن هوياتهم أو بياناتهم الفردية.&nbsp;&nbsp;وكان المركز قد عقد في يناير الماضي اجتماعًا تحضيريًا بمشاركة ممثلي 54 جهة حكومية مشمولة في الاستطلاع، إلى جانب عدد من المختصين بالمركز، جرى خلاله استعراض منهجية الاستطلاع وآليات التنفيذ المطورة، ومناقشة الأطر التنظيمية وتحديد نقاط التواصل مع الجهات المشاركة، إلى جانب الاستفادة من نتائج الدورات السابقة والتحديات التي واجهت تنفيذها.&nbsp;&nbsp;ويُعد استطلاع الرأي العام حول الرضا عن الخدمات الحكومية إحدى الأدوات الإحصائية الوطنية التي ينفذها المركز بصورة دورية، ويشمل تقييم الخدمات المقدمة عبر قنواتها المختلفة، بما فيها الخدمات المقدمة من خلال التعامل المباشر، والمنصات، والقنوات الإلكترونية، والرقمية.&nbsp;&nbsp;

The National Centre for Statistics and Information (NCSI) is conducting the seventh round of its public opinion survey on satisfaction with government services for the second half of 2026, from 6 September to 31 December 2026.&nbsp;The survey aims to measure the level of beneficiary satisfaction with government services, monitor their experiences in dealing with various government entities, and provide statistical indicators and data that support efforts to develop services, improve their quality and enhance the efficiency of government performance.&nbsp;The survey targets citizens, residents, private sector establishments and government entities that dealt with government entities during the first half of the current year. The sample is selected according to specific statistical criteria to ensure representation of the various categories of beneficiaries and obtain results that reflect their actual levels of satisfaction and experience with the services provided.&nbsp;The survey covers several aspects of the beneficiary experience, including ease of access to services, clarity of information and procedures, speed of transaction completion, overall service efficiency, effectiveness of communication channels, and the level of digital transformation in service delivery.&nbsp;The survey forms part of NCSI’s efforts to provide statistical indicators on beneficiary satisfaction with government services, helping government entities identify areas for improvement and monitor service quality, in line with the objectives of Oman Vision 2040 to develop the government sector and enhance institutional performance efficiency.&nbsp;Mahfoudh Salim Al Musharfi, Director of the Public Opinion Measurement Department at NCSI, said the survey represents an important statistical tool for understanding beneficiaries’ experiences with government services and translating their views and experiences into measurable indicators. These indicators help government entities monitor satisfaction levels and identify priorities and areas for improvement in developing services and enhancing their quality and efficiency.&nbsp;He added that beneficiary participation and the objective expression of their views are essential to enhancing the accuracy and reliability of the results. He affirmed that the indicators produced by the survey seek to reflect the actual experiences of service users and support government entities in improving services provided to the various segments of society and the business sector.&nbsp;Al Musharfi affirmed that NCSI attaches great importance to the confidentiality and security of the data and information collected. He noted that the Statistics and Information Law, issued under Royal Decree No. 55/2019, provides for the confidentiality of individual data and prohibits its publication except in aggregated form, as well as its use for purposes other than statistical purposes. This safeguards beneficiaries’ privacy and ensures that their identities and individual data are not disclosed.&nbsp;NCSI held a preparatory meeting last January with representatives of 54 government entities included in the survey, along with a number of specialists from the Centre. The meeting reviewed the survey methodology and enhanced implementation mechanisms, discussed organizational frameworks and identified points of contact with participating entities, while drawing on the results of previous rounds and the challenges encountered during their implementation.&nbsp;The public opinion survey on satisfaction with government services is one of the national statistical tools implemented periodically by NCSI. It includes an evaluation of services provided through various channels, including direct interactions, electronic channels and digital platforms.&nbsp;
